His speed is good for moving marches between rallies. Lohar is special because you get his statues with an event. Archers are bad in the early game because cavs are so much easier to level up.
The only reason to use her would be if you need a 5th peacekeeper with action point reduction. She has the skill talent tree but her skills are awful. Like most green commanders, Markswoman is garbage.
